Thomas M. Nolan
In 1970, Thomas M. Nolan launched a government consulting and lobbying firm, Thomas M. Nolan & Associates, and, now The Nolan Group, and has advised organizations – from community-based organizations to international businesses – on the creation, coordination, and the implementation of a legislative or regulatory agenda in Springfield. As the principal of Thomas M. Nolan for 46 years, Tom has worked with members of the Illinois General Assembly, legislative staff, and state agencies to successfully advance clients’ public policy initiatives. Prior to founding his government relations practice, from 1966-1970, Tom served as the director of government relations for Catholic Charities of Illinois, focusing on community and economic development and social policy. Tom has also served as an adjunct professor of political science at St. Joseph College in Indiana and a lecturer at Columbia College in Chicago. Additionally, the Art Institute of Chicago published Tom’s monograph on government, “You Know It’s Big.”

Patricia Riplinger
Since 1987, Patricia Riplinger has been a key figure at Thomas M. Nolan & Associates and, now, The Nolan Group, as a government affairs consultant and lobbyist. For nearly 30 years, Patricia has worked successfully with members of the General Assembly, legislative staff, and state agencies to advance clients’ public policy initiatives. Patricia has helped clients navigate the arcane legislative process and has guided the process of drafting of bills, amendments, background materials, and legislative testimony. Prior to joining Thomas M. Nolan & Associates, Patricia worked at the Illinois Commerce Commission as a budget and legislative liaison. And from 1980 to 1984, Patricia served with the Illinois House of Representatives on Republican staff as a legislative analyst, focusing on legislation assigned to the Transportation and Motor Vehicles Committee and the Public Utilities Committee.

David Ormsby
On September 1, 2016, David Ormsby, principal at David Ormsby, Inc., joined forces with The Nolan Group in a strategic alliance to create a high-impact government affairs consulting operation in Springfield. At The Nolan Group, David will work as a public relations consultant, public opinion consultant, and lobbyist. Since 1998, David has provided strategic communications consulting to clients throughout Illinois – from community-based organizations to lawmakers to a Fortune 500 business – helping them shape messages targeting the Illinois news media, members of the Illinois General Assembly, and the Governor’s office. Prior to launching his public relations practice, from 1994 to 1997, David served with the Illinois House Representatives on Democratic staff as a press and issues development aide and, from 1991 to 1994, David served as the press secretary for the Democratic Party of Illinois.

Juan Carlos Alvarez

Since 2010, Juan Carlos Alvarez has worked as a public relations consultant for David Ormsby, Inc., providing strategic counsel on working with Hispanic news media and translating speeches, press releases, and other communications collateral. Previously, Juan Carlos worked as a public relations aide

at Taschen Books' Madrid office promoting the publisher's latest book releases to the news media throughout Spain. At The Nolan Group, Juan Carlos will serve as public relations consultant working with the Hispanic news media throughout the Chicagoland area and translating client advocacy materials.

James Carson
Since 1979, James Carson has served as the director of operations at Thomas M. Nolan & Associates and, now, The Nolan Group. For 37 years, Jim has managed business and financial administration of the long-time Illinois government affairs consulting practice.
